Thats worst case scenerio....I mean you can try it and see if it works.....I was having the same problem downloading Bioshock Infinite and then noticed it was affecting updates as well as downloads across my entire library.
The quick fix that worked for me is to go into Steam Settings and under the Downloads tab, there is an option to select your download region. It might take some trial and error (which can be annoying since you have to restart steam everytime you do this), but after trying a few different servers you should be able to fix the problem. Keep in mind it doesn't hurt to try servers in regions that are not in your country....GOOD LUCK!!!!
1) run steam://flushconfig
This will reset your steam config and cause you to sign in again. It didn't work for me but it is something I tried and I don't know for sure if it helped.
2) changed download region to Vietnam. This worked, and am updating right now.
