How do I change my billing address?
Some time ago a friend connected his PayPal to my account to buy a very cheap game for me in order to remove Steam limited account status. Today I preordere Rise of the Tomb Raider, however I noticed that the billing address is still his. How do I change it? His payment method has already been deleted ages ago, and I don't have one myself to use: I only go with Steam wallet funds from Gamestop.
Also, is there a way to contact Steam and ask them to edit the billing address on the receipt to match my actual one?

Have you already added a payment method? Try removing the payment method and readding another one with your address.
Did you already buy the product?
One thing you can do, you can contact Steam Support here to change your billing address.

That should do the trick. Buying shouldn't be necessary.

I don't remember how much it differs with Paypal (Of course, I can try if you want me to.), but with VISA, if I store my card information and then remove it from my Account Details -page.

My billing information will still be stored. (Credit Card, CVV and Exp. Date are not stored.) and there'll still be a mark for "Save my payment information so checkout is easy next time"

What your friend will want to do is add some random item in the cart, put in his details, untick that box, click Next. Then you can go back to Steam Store -front and the billing information should be cleared.

Naturally, you'd file the ticket under Steam as the product; not under the game.

Yeah, the same thing is with my VISA. Removing it from account details page removes the payment information; not the billing information.

To remove the latter, you have to attempt a purchase with the "Save my payment information so checkout is easy next time" unticked. (This won't get unticked by just removing the payment method from under Account Details)
Okay, I stand corrected by my attempt with PayPal (been too long since I used that.)

I made a purchase on PayPal storing the info (click #1)[i.imgur.com], after that I removed the information from under my Account Details -page. (click #2)[i.imgur.com] Once the information had been removed, I went and attempted to make another purchase with the "Save my payment information -- " unticked (I know it's not unticked in the picture) (click #3)[i.imgur.com], reversed back to the Steam Store -page after I reached the confirmation window. Turns out that unlike on my VISA, the box doesn't get unticked. In fact, I even went through with the second purchase with the box unticked and it would be ticked next time I viewed the page. (Not that it stores my information necessarily, but just that it defaults to that with PayPal.) (It also doesn't affect my billing info on VISA side for example; so it's weird it would affect your Steam Wallet Codes)

Should all else fail, you could consider making your own PayPal account, have your friend send money to that PayPal account of yours and make a purchase using that. Steam doesn't require you to have a credit card tied to it. I know I don't.
