If that happens, you can move the window to left/right to be able to navigate the menu's so you can restore the default settings.

Generally (I don't own this game), removing configuration files (That define your resolution and settings that are stored in my docs/steam cloud/game folder can be removed to "regenerate" a new configuration upon starting a game usually fixes these problems (Reset to default)
In source games, you could use -autoconfig as a way to reset any source game settings, but I have no idea how it works for the game you're having problems with.

nothing else there, I tried changing the screen_mode to 1,2,3, and 4, none of them worked.
Additional Notes: Widescreen monitor (16:9) that supports refresh rate of 60Hz and minimum resolution of 1280x720.

Then you search for a config file or something like it. Sometimes you also need a steam.apll I think it is called. There you can look it through with Notepad, Editor or WordPad. You need to look for something like resolution or high, width. Then you just need to correct the Numbers to your Display resolution. That's it!
