I can't topup for my steam wallet

Hi Guys, i need some help from you guys, i wonder why my steam wallet cant be topup and it show me < Your purchase has not been completed. Your credit card information has been declined by your credit card company.

I even try 3 different bank card it still cant be topuped and my card are available on others online purchase. Anyone know how to solve this ??
