1. No
2. Yes, if you redeem a key for something you already have, you'll just get an error and the key won't be used up. But if the key contains multiple games, and you only already have SOME of the games, then you will receive everything you don't already have, and the rest will be lost.
3. No

1. The game isn't technically permanently deleted because you can restore the game (add it back to your account) in the same place as where you deleted the game.

You can permanently delete games on steam now

No, Matt is right, despite what the page says, it is NOT permanent. After you "permanently" delete a game, you can undo it. Probably so dumb people don't delete a game just to see what would happen and then complain "Help! I deleted a game and then Valve stole it from me!"

It also seems Steam no longer allows you to do this..
I did this once with a terriable game to test it and it worked.. Now one of the links for one of the steps is no longer available.
I was going to bring up the warning message to show you about permenant deletion..

Perhaps people did complain about it..

Actually I found the option is still there on the support link on the games libary page

this is what you get

Steam eredeti hozzászólása:
You selected the issue: I want to permanently remove this game from my account
You are asking us to permanently remove The Culling Of The Cows from your account deathrow_nzl.

You are not asking for a refund. Please carefully review the list of products you will no longer own below.

If you instead wanted a to a request a refund for a product that meets our refund policy requirements, please select no below then choose the issue you have with the game to proceed to requesting a refund.

Note: Removed products will not be automatically uninstalled. You should uninstall before removing, or you will need to manually remove local content later.
If you proceed, your account deathrow_nzl will no longer own the following products:
The Culling Of The Cows
View in Store
Ok, remove the listed games from my account permanently
No, I changed my mind or wanted to request a refund

I'm pretty sure that support removing a game and you removing a game does the same thing. The option is just left over in the support ticket from when only support could remove a game. Now it's self service. Just follow the instructions in the link above to delete games yourself.
Its does permently remove it from your libary But when you enter the key again you get "Game cannot be installed"

Tested on another game I hate

However I did not try logging out and back into steam yet..

Correct, removing a game does not free up the cd key. A used key cannot be used again.

Doesn't work that way and it's not going to happen as, as I imagine you probably realized, that would mean you could sell/trade your games as long as it was activated with a key originally.

The game license sticks with your account despite removing it 'permanently'. Think of it as an advanced 'hide' feature.

Yeah.. which is sort of what I was thinking.. Except probably giving it away.. maybe some selling..

With a lot of professional software for example Adobe software, you can revoke a license (Normally you have to be online) and then install the software on another PC..
Thought and was hoping Steam "might" work the same way..
