Solstheim Ralis Sedarys' Kolbjorn Barrow Quest

In the "Unearthed" quest, that takes place in Kolbjorn Barrow, after the 4th investment, I can not get into the room with the 3 drauger & puzzle to reach Ralis Sedary. The gate is down and I don't know how to open it. I have gone back and reloaded the quest 3 times and every time when I get to that point the gate is already closed. Is this a known bug? I can not find a way to open the gate to finish the quest.
