Im created is acount and activated the steam guard in 2015-12-23 and im cant understand the FAQ , its needed to wait 7 more days or im need to wait until 2016-12-23?

I believe he will have to buy something on the Steam Store before he can trade.

Also you should be able to trade without buying anything. I thiiink.

What if your brother try to start a trade with you?
Did you disable steam guard or something recently? Did you have to enter a guard code recently?
Are you in the client or in a web browser?

And what makes you think he is limited?

Don't listen to him, you should be able to trade without paying. can't use the market however.
There are many things that could stop your from trading but not these things.

Question 1 : 3 weeks ago im activated .Question 2:No no steam guard code .Question 3:Im tried the browser and teh client nothing works

Another thing to consider, is if one of you ( or both) don't have Steam Guard enabled. If thats the case, then you won't be able to trade.

You should have him invite you to a trade, then let me know when that is done.
