steam is too big for my screen

Why do you use such a low resolution? I'm sure your videocard and monitor is capable to display more.

I know for Windows 7 at least, it warns that even at 720p some content may appear off-screen. Have you tried increasing your resolution?

Right-click an empty space on the desktop, and choose "Screen resolution".

Bigger. Smaller would be worse. I don't know what else to suggest, other than getting a new monitor.
