So you are stating I cannot buy said DLC's for the game and take their CD key and transfer them to Uplay?
You are able to buy a DLC without owning the game
Some people try to buy it as a gift and activate/unpack it on their account, which doesn't work.
Without the base game on Steam the DLC just won't work.
Really? Because I'm allowed to buy a DLC from the store and go to the purchase page for it
That's exactly what he's saying. If you don't own the game on Steam, you won't be able to purchase the DLC.
Except yours will pertain to whatever game and DLC you are specifically trying to buy. i just tried Witched 3 cause i didn't own it
That's like asking if you can buy a movie on iTunes and play it on Amazon Instant Video. They're two different services. It doesn't work.
You can buy a Uplay Game on steam and transfer it to Uplay. Two different services aren't they?
It doesn't transfer, it overlaps. You still need Uplay to play Ubisoft games on Steam.
I won't say it's common, but being able to register and play titles bought on Steam on a competing service is certainly possible in some cases.
There's case scenarios where x has bought i.e. Assassin's Creed: Unity on Steam (Uplay -key) and has sold that Uplay key to someone else, let's call him y.
Y has then come on these forums to complain that he can't play Assassin's Creed: Unity, because the Uplay -client will redirect him to the Steam Store -page implying he doesn't own it on Steam.
From what that makes it sound like, Steam Store bought Uplay games have Steam -tied CD-keys, they require the former.

Not that it's even possible to buy and add DLCs to your Steam -account from Steam Store if you don't own the basegame on Steam either.
This applies for all platforms, GOG, Origin, Uplay and such. You can activate DLCs only if you own the basegame on the same platform.
