Using VPN to Download Game
So currently my internet is 10mbps, but i own a internet cafe, using microtics which divided the internet to 13 PCs . I am wondering if i can use VPN to download big size game without getting banned

Is there is any statement from Valve?
I mean, many accounts got banned because using VPN, but yes the reason behind it because they brought games outside their area .

You agree that you will not use IP proxying or other methods to disguise the place of your residence, whether to circumvent geographical restrictions on game content, to purchase at pricing not applicable to your geography, or for any other purpose. If you do this, Valve may terminate your access to your Account.

It's not a problem as long as you don't circumvent regional restrictions.
Technically, I've been using Steam via a proxy for years -- simply because that's how internet access is handled in the student apartment building where I live.

FOR ANY OTHER PURPOSE .
It means i get banned for using vpn SOLELY for downloading games

The way I understand it, the "for any other purpose" part refers to "disguise the place of your residence"; not the use of a VPN itself.

The use of a VPN or Proxy is fine as long as you don't hide your actual location also I've never heard a case that a Steam Account has been closed for using an VPN to hide their location.

The most thing that might happen is that they will remove the Game that has been bought or activated using a VPN to bypass the region restriction.

New here, is it bad to use VPN while downloading only? My location is known to the top brass regardless and I have security issues with my passwords.

As long as you don't use it to bypass region restrictions.

Valve generally turns a blind eye to VPN use, unless your using it to circumvent regional restrictions and pricing. Use of a VPN for forum use or downloading is fine. If it is used to buy a game not available or is differently priced than your region, then Valve will be upset.
