Downloading and installing are the same thing. Steam installs the game when it downloads it. When you launch the game, is it asking you for a key?

Then Steam should open a window when you launch the game, providing the key you need for the game.

Steam opens the window every time you launch the game, unless you tell it not to. Regardless. Open the Steam client, go to the Library. Click AoE 3 and look on the right for "View CD-key".
