Hacked my paypal/steam
Somebodu bought £750 worth of steam wallet money, but it hasnt even been coming on my account so they obviously are taking that. How do i get a refund on the steam wallet transactions!

Contact Steam Support and change ALL of your passwords

Change passwrd and email if you can and add your phone number as an extra protection. Then contact steam support and ask them about your problem.

Can you still login to your Paypal? If so, check it's transaction history and see where the funds are going off to.

Scan your PC for keyloggers or trojans, using Spybot or similar anti-malware. Ensure it's fully up-to-date and run a full rootkit scan in safe mode, if required.

Once deemed clean, ensure the security of your accounts (email, payment, steam, etc). Change the passwords, check the steam transaction history, Steam guard (kick all over devices), etc. You should have a different password on each account at least 8 characters and random (not dictionary words) if possible with numbers and characters, optional symbols and upper/lowercase. So long you can remember them.

You can then check with Steam Support and/or Paypal Support.

Also contact your bank, if required. They might cancel your credit card linked into your Paypal, and trace / reverse the transactions. Getting a police report involved.
