Steam uninstalled itself and all my games

Since last night steam apparently uninstalled itself and all the games I had, however all the icons were still there like normal.

When I went to go click on the steam.exe icon it did a fresh install and put up all these desktop icons for folders as shown in this

When I cut and paste these folders somewhere else I have to do the fresh install again

Can someone tell me what in the world happened and how I can remedy this

You seem to have installed Steam to your desktop. If you have an existing Steam installation under (for example, under "Program Files"), move the "common" and "userdata" folders from there outside the Steam folder. Now uninstall Steam. If files and folders remain on your desktop, delete them manually. Reinstall Steam to somewhere other than your desktop, put the "common" and "userdata" folders back where they were.

now I just need to reinstall all my games...

It's possible the game's files were deleted, but assuming they were not, you shouldn't have to reinstall anything, provided you moved the "common" folder to the same location in your new Steam installation.

I still have all the game files from the common folder pasted back into the steamapps folder for example arma 3 with all my mods are still in the arma 3 file but its not installed if that even makes sense

If you start the installation, Steam should hopefully recognize the existing installation so you don't need to download again.

im afraid not, thats what someone else I talked to said should happen but its still taking the full time
