Can't uninstall steam, need help
Recently, my steam stopped working when I attempt to start it up, so i tried all the clientregistry.blob and all the other solutions needed to fix it. However, I did my last resort and tried to reinstall steam on my computer. I ran the uninstaller app in the Steam folder, but it left these files:

I tried to do a SteamInstall.msi install on my computer, but I was left with this message:

I moved my steamapps folder somewhere else for an easy reinstall. I've also deleted the Valve files from the registry.

So far, I can't delete the files, while Steam is apparently "running in the background." Can anyone help with this?

Open the task manager, look for all Steam processes, kill all of them and then delete the remaining folder.
If that doesn't work, start Windows in safe mode and delete the stuff then.

I checked for the steam processes on the processes tab, but I don't seem to find any. I checked the all the tabs, and apparently steam pops up in the Services tab, with the steam error reporter. I tried to end the service, but it popped up saying, "Access denied."

I see two Steam processes on this very screenshot. Not on the services tab, but on the details tab.

My bad, it was in the Details tab, thanks for the clarification. Again, as I attempted to end the processes, it stated that I don't have access. I'm on an admin account, too. Should I go in safe mode and delete steam from there?

Earlier, I told you "If that doesn't work, start Windows in safe mode and delete the files then".
