All tournaments where Valve games are played require you to complete and agree to the terms of our Limited Game Tournament License Agreement (Tournament Agreement). Neither the retail licenses nor the Steam Subscriber Agreement terms allow a licensee to host a tournament.

In short, you will not be allowed to use Valve games in your tournament if Valve does not agree to it. You say you do not meet the requirements, how do you not meet them exactly?
How do you read that in this short sentence? Because it writes that i need to agree and complete , yet

Any tournaments that fall outside of the above restrictions, need to contact Valve for approval.

My Tournament would fail with those restrictions

-You will be limited to no more then four tournaments per year.
-The tournament must occur within ninety (90) days after Valve receives the executed Agreement.

so if those restrctions are broken , valve must agree when you contact them , few leagues are breaking those restriction like , STARLADDER with their every day CUPs

So that makes me think , are those cups not counted as tournaments? because its all online?
Anyone? PLease help : )
If you are just a regular steam user you won't be able to run these official tournaments. What league do you run or own?
ATM none , so its the matter of how my organization presents itself?
Because i did not contact them to approve those tourneys in this state , i approached them with question regarding how do i proceed on this whole tournament licensing.
Kesac , yes i have read that , unfortunatelly that doesnt clarify anything for me.

Just like everything in life presentation and organization goes a very long way.
So i dont really understand because if someone is making a project he has to already run a league? is this the criteria?
