He would be able to receive his own achievements, separate from yours. To further complicate matters, some games unlock achievements based on progress in other save files. Finally, only one person at a time can access a shared library, so you could not both play at the same time.

okay, thanks guys. Yeah i'm not worried about both of us being on steam at the same time, due to work and school we both have different schedules per say. I did read up on the family sharing feature but it kept talking about different pc's. but it sounds like he will have to have his own steam account then?

Since the pc has your games already installed he should be able to see your library under the library tab, he needs to launch one of the games and request access from you. This can be confirmed via mail.
