Garrus Drelliun bug

I'm currently trying to complete the "corruption and concience" quest in Cheydinhal.
The first problem i had was with Aldos. He would go up to the guard he was supposed to attack and do nothing. No matter how long i waited. I eventually fixed this by using the console to set his bouty really high. The guard attacked him and the problem was solved.
Now I have the same problem with Garrus Darelliun. He was supposed to meet me at the Cheydinhal Bridge Inn after 2 hours. But he never shows up, no matter how long I wait for. I loaded and earlier save to se what he would do after we talked. He walks right up to the count but then just stands there. This happent everytime I reload. I tried going to the in and then use the console commands "Prid 0003c2bf" and then "Moveto player". This maked him show up, but the runs right back to the count and just stands there.

Is there anything I can do? It's driving me crazy.

I considered reloading an earlier save an choose Llevanas way of dealing with things, but I would much, much rather do it Garrus' way.
