Looking in the store it says

OS: Windows 7 64-Bit / Windows 8 64-Bit / Windows 8.1 64-Bit

So im going to say no.

You have to reinstall as a 64-bit OS

If you're running a 32-bit OS, though, I'm going to guess that you don't meet the other minimum specs either. While installing the 64-bit version of your OS will help you upgrade your computer in the future, I don't think it's the only thing you should be looking at as to whether or not you can run Black Ops 3.

You could try the free Windows 10 upgrade, I asume you can install a 64 bit version. I haven't upgraded from Win 7 myself, so I can't confirm that.

Windows won't upgrade you to 64-bit. It only upgrades you along the same architecture.

An upgrade to windows 10 will get you to 32-bit windows 10. Thats it

That's good to know, thanks. I have 64bit Win 7, so it wont be a problem for me. As I understand it 32 bit are more or less obsolete with regards to running newer software.
Are you running Win 10? I am kicking my heals in letting go of Win 7!
