Where is this quote from? Because I checked all the pages Steam has about refunds, and none of them appear to have this quote.

Wow, I'm shocked. I was under the impression that once you spent wallet funds, it stayed on Steam permanently. Good to know.

Then yup, that would be correct.
If it gets approved, then you go to [Help > Steam Support] > [A Purchase], then you request a refund again on the Steam Wallet -funds.
