A method to get a DLC for free (35€ / 38$)
How do I report this? I can't find anything about it. Basically you can buy the game from the Steam Store and refund it after using the CD Key given by Steam without losing the DLC, which means that you can still play the DLC for free without the game.

Steam cant revoke third-party DRM key (I assume u mean keys from games that use something like Uplay - Assassin's Creed, Anno, etc).

Steam != Uplay. If steam has game that requires Uplay it will take key from pool of keys given by publisher. Valve can revoke license on steam account, but they cant revoke license on Uplay account, because they're two completely different systems/companies. Maximum that Valve can do is to take away Refund button, which will hit hearts of real customers (obviously).

As developer I would say - its easier just to leave it as is.
As customer I would say - big publishers should get rid of their DRMs and stop wasting money on technologies that nobody cares about (I know 0 people who actually use Uplay. Exception - because Steam can't run game without Uplay - ewwww), and that cause more problems than positive outcomes.

I just thought a bit, the other way may be like Retail cdkeys are working. When key is refunded by bank or was found as fraud transaction - everything is rollback's and key is sent to publisher for revoke (takes some time to process, but eventually happens)

Basically since Steam has both steam account and bounded cdkey to it, it can send notice to publisher/third-party DRM that specific keys can be revoked as they were refunded. Its actually a bit harder solution, but might work. Its still might be hard to talk to Valve through random help topic in community forum.

Hard to do I think. If i'm not mistaken Uplay (and many more) does not offer refunds, so it would be hard for them to revoke the key.

Maybe it may work if Steam wants the CD Key back again and not a random customer, i don't know.
