Questions about downloads and wasting data
I have a few general questions about downloads...

So I have to download my games with a really slow internet connection through my cell phone and when I look at the statistics it will say the total amount downloaded is higher then the progress my game has made.

So it will say 500 megabytes total downloaded but my progress will only have downloaded 350 megabytes. Is it wasting data?

Also when a download is paused either by my own choice or the internet connection being spotty it still says it's downloading. Is it?

Could other applications be downloading at the same time? Windows Update, for instance?

I have all that stuff setup to only update when I tell it to. So I don't believe anything else is running.

Are you sure it's not your phone using the other 150MB to check for emails, Twitter, Facebook, etc? (Assuming you're getting your 500MB usage stat from your phone)

No I'm reading it from Steam under the Network Usage stats.

I don't use social media and my phone is as bare as it can be so I don't think there are any apps or anything sucking the data. I use PDANet to tether my phone if that would have something to do with it.

I've used download managers and things like that before and haven't noticed anything like this.
