It would depend on the game. Most reputable companies will not ban without a reason, so if someone reported you for fun, it wouldn't go through.

This would be an excellent question to ask upon the forum that belongs to the game in question, however. http://steamcommunity.com/discussions/#games

No you will not get a ban. Steam does not even bother checking casual matches and i doubt they even have database for them. Even you get reported in matchmaking for griefing by 10 people you do not get a ban that easily.

Yes. VAC can still ban you if you're cheating in casual on a VAC enabled server

Note though VAC does not ban solely on reports. As long as you are not cheating, you will not be banned

VAC uses user reports to upgrade users to 'glove and lube' levels of VAC scanning. If you think VAC is not watching on casual, you'd be mistaken
