The difference between a mod and DLC is who is making it. DLC is released by the company who produced the game, it would be closer to define it as "like an expansion" although the type and amount of content as I explained can vary greatly as can the price.

A mod is made by the community.

its like... uhhhmm when you play (COD 4 or another game) they will upload new maps for the game, most of the times you must buy those DLC.

Means you get early access to the game. So basically any versions leading up to the final version of the game. You play the game as it's being developed.

Yes, but early access may eventually lead to the game being finished, the final version if the developers don't get lazy and abandon the game, or other are unforseen circumstances. It may also not develop in the direction "you" want it to.
