Do you have any steam games running at the time of download? Otherwise its just overloaded servers because of sale and pretty common

Restart the download or restart steam. I've heard of other people that had the same problem. Eventually it worked.

I hear you. I dont know what has happened to steam. In the past there was never an issue with steam. Things downloaded, and the best part is they were playable. I have to constantly ask for refunds because a game that ive waited for it to download for hours and had to watch to make sure it was downloading simply doesnt work. Steam needs to answer for these problems or at lest have a system for live support from a Steam employ.

OK than I guess it is server overload due to the sale.

have you checked on www.steamstat.us

I've yet to have a downloaded game not work because of steam and this is like my fifth PC since this particular account. The constant pausing I've had but only during sales. If its happening all the time my best guess is your own connection. I have 100 mb connection and no problems

but this happend everyday with/out sales

You can pay for great service but not get it, ISP can throttle downloads although that's not as likely, but have you run speedtest? Also what is your default download location for steam? Is it close to you? If not it could be your trouble

Do you have enough free space on your hard drive? Also did you wait to see what happens? I remember that Payday 2 showed a similar behaviour where it would download something, take a long time to unpack/apply an update and then downloading again.
