No. It's a cacheing issue. Steam isn't being "hacked" by anybody.
The steam servers are throwing pages other users have viewed to other users' STEAMIDs.

Just an FYI, Lizard Squad disbanded. Phantom Squad said they'd hack PSN and Xbox Live.
