Buying FN AWP Dragon Lore Ebay 400Euro SCAM?

Hi guys I am about to pay 400 euros for a FN AWP Dragon Lore. The guy was listing it on ebay for 250 euros more. And i asked if he would take 400 and he said yes. He said i just needed to make offer on 400 euro and he will send it as soon as possible.
Can this be a scam, cant i just refund if he don't send me the Dlore?

here's a rule that you should follow
Never trade anything that does not come in steam window
get a few knifes then trade for Lore which is better
and yes its a scam and you cant refund

man listen to me dont send him the money its a scam
it will be safer if you find some1 on steam that has it and want to trade it
and trust me i use Ebay alot and thats a scam
