Steam Refund Banned?

I received the email a while ago saying they may take my rights from refunding. I managed to refund two times after that.
Yesterday I bought killing floor, but I can't download it. It says download corrupted. So I wanted to have a refund. From yesterday till now, steam haven't accepted my refund. Did I get banned? Or is there sales so they need some time.
What's it like being Banned. Will they send you a Mail or they will ignore all your refunds.

Rest assured that you haven't been banned.

All you got was a standard warning which everyone gets after a certain amount of refunds.

They will let you know when you are truly banned from requesting refunds.

If you refund for such easily fixable reason then you might actually be banned one day. The corrupt files problem was fairly common some time back and there are multiple solutions. Most importantly is has basically nothing to do with the game you are downloading.

why is there a "its not fun" option then? i choose that all the time and they better give me my damn refund because thtas what it states in the refund section. nobody ever said anything about having to have a certain correct reason to refund or a limit on refunds

There is mention of a limit but it is typical Steam vagueness. Steam intentionally does not disclose what they will see as abuse of the system, which is why I always recommend using common sense. The refund system was not made to demo games. Please remember that you don't actually own anything on Steam, Valve is lord and master and untill laws in the US do not force it to change its policies it can do anything it damn well pleases.

Only because we haven't gotten to the point where court cases regarding the subject matter have become common. But we'll get there at some point, similar to the way we're starting to address net neutrality.

Well I don't know about the US but here in Brazil the Consumer Defense Code (Art. 49) determines that customers have 7 days to change their minds about purchases which were not made in a physical shop, like purchases made on the internet or through phone calls. I know German law has a similar article and probably most EU countries do too.

EU Law changed to reflect digital purchases. Now the store can force you to forfeit your refund eligibility when you are downloading the game for the first time.
The Steam Refund system at least allows you to download and play the game for up to two hours, which is more generous than the EU law.

Well I think Steam's 2-hour/14-day refund policy is very reasonable. What I didn't know about is that there was some "limit" on the number of refunds a customer could request. Since there's a "it's not fun" refund reason, Steam seems to be telling people that they will always be able to refund games they didn't like. Not to mention that, unlike other types of digital downloads, games bought from Steam are tied forever to the buyer's account and cannot be sold or given away. I believe this will eventually lead to further developments, legally speaking.

Yes you can refund games you don't like.

However.. you should also research games before you buy. i'll give you an example. If you go to a restaurant and order a meal you have never eaten before, so it's your first time.. say.. eating Goose. The goose dish arrives to your table and you hate it. MOST restaurants, if you explain the issue will agree to get you something else.. even NO charge to you to make you happy. Even places like Starbucks will often do that if you order a drink you never tried, then dislike it.. they'll make you a different drink for free.

Buuuut... lets say you're on your 4th or 5th drink of the day that you "don't like, because the drink/meal wasn't as fun as i expected :(" most restaurants.. and steam will start to say "HEY we're not giving your money back anymore, or making you another free drink or free meal. How about you start researching foods, drinks, or games you actually LIKE before you order them and buy them. Take some responsibility."

You are taking advantage of the refund system on Steam if you are constantly refunding games because they are "no fun".

How about watching some Let's Plays about a game before hitting the buy button? How about reading some reviews first? How about getting in touch with yourself and understanding "gee what kinda games do i like? Why do i keep buying shooters if i constantly return them for not being fun, maybe i am not a shooter guy/girl and should stop buying shooters only to return them due to being no fun?"
