Can't buy as a gift Grand Theft Auto Collection

Hi,

As the Winter Sales started, I wanted to see if Grand Theft Auto Collection was part of the sales and indeed it was.
However, when I add the item to the cart and try to buy it as gift, it wasn't possible, "Purchase as a gift" button is disabled.

The following message is displayed:

"You already own everything in this package1

Your account already owns some of the above items, so you can’t purchase them again. You can purchase these items as a gift or adjust the contents of your cart to continue."

I understand that I own everything on the package, but what I don't understand is why I shouldn't be able purchase this as a gift. Possible bug?
Just to make sure I tried with another individual game and there wasn't any problem at all... but buying them one by one cost more thane the whole package offer.

I submitted a ticket with this issue, and this is the official response:

"Not all gifting for your region has been approved by the publisher.
Once the prices are submitted by the publisher, the game will be available for sale.
Steam Support does not have further information regarding gifting this game.
Please continue to check the store front for any updates."

So... I can buy the game, as it's available in my region, BUT, I'm not allowed to gift it? Sounds like BS... but I don't know what kind of bureaucracy could be behind... anyway, it's a shame.

I found the same issue with Metal Slug 3, I can buy it as a I don't have it yet, but, can't gift it... sigh...

See comment #5. that's Steam official's answer on this issue. Unfortunately, there's nothing else that I could do or push further... I think this is something new... I didn't have this kind of issue in the past with packs or collections

You can make a new account and buy it as a gift on that one. (You're allowed to make as many accounts as you like. It's not against the ToS or anything.)
