You can regenerate a set of backup recovery codes at any time, as long as you have access to the account: https://store.steampowered.com/twofactor/manage
It's pretty easy to copy those codes and put them in your password manager under the Steam entry.
Don't use a password manager? You probably should. Makes keeping track of this sort of thing easy and as you're finding out, it will often save you a lot of hassle.
I tend to look at it as past you doing future you a big fat favor. Because right now present you may feel like past you was a little too cavalier with your account and now you have to clean up their mess.

How should we know?
