Steam account not eligible to recieve gifts

My friend is trying to give me a gift but it shows i am not eligible to recieve it. I am not a new account, we've been friends for more than a week. Also used to be able to buy games from steam but it just doesnt allow me to do anymore. It says ''As of now, we cannot process purchases made with this payment method. We apologize for the inconvenience caused.'' Its been more than a motnh and this issue hasnt solved.

Many payment methods for Turkey have been disabled since the Lira crashed.

Users in Turkey can not send or receive digital gift cards through Steam if the other user is outside of Turkey.
Only official retailers of physical cards will work.
