For us it is guaranteed for the chat window to go to black whenever we start or join a voice chat channel. It should be noted that the voice chat works, but you can't see anything in the window once you start/join a voice channel.
I found we can get the window to come back if we close Steam Chat via the taskbar or task manager then click the button to leave the voice channel. But of course that only let's us see who's in chat and use text, the second we rejoin a voice channel the chat window will go black again.
It started happening to all of us around the same time yesterday evening (around 6pm est), so I'm gonna go and say it's something on Valve's end. There's just too many variables for it to be anything else since we all live in different parts of the country, have different ISPs and different builds.
I also tried all the usual fixes (cleared cache, opted into beta, opted back out when that didn't work, etc. etc.) and they just aren't working this time around (they have in the past when this bug would show up). Which once again leads me to think it's on Steam's end.
nacho is blackmailing me he use the staff privilege to trick me to give him access to my Discord and then he locked me out and then he tried to use that against me as blackmail to give him money and when I didn't he banned my main account GhostlyInferno pls help me i screenshot pictures and video evidence that I can provide
Found that if I go to my friends list settings (Gear Icon) -> Chat tab -> set "Disable animated room effects" to "On". Then leave voice chat, and close the Steam Client WebHelper browser via task manger (Exiting and restarting steam works too). Then you should rejoin the voice chat room without any more black window in the text chat and window.
Hopefully this helps as it helped my two other friends who got the dreaded black chat window.

I restarted steam and it's all working normally now so thanks.
I haven't changed anything on my end since my previous post in this thread but chat is working fine for me tonight. No clue what changed in the last 18 hours, but meh, I'm not gonna question it.
One of my friends still has a blacked out chat window when using voip though. I'll pass this suggestion along and see if that fixes it for him.
