What is the OTHER section in the Storage Manager?

Simple, what is the other section in the storage manager? I calculated, and the size of all the sections besides other & free is equal to the amount of storage the steamapps folder takes up (roughly), so what is the other section? It takes up over 230+ GB, and I can't find where that is, and I would like to see if I can remove some of it.

Other things on your system that don't have anything to do with Steam. ie everything else, OS, browsers, pictures, music, videos...

All "other" programs, files, folders not related to Steam such as other game launchers with installed games.

Are you talking Steam Storage Manager?
Steam top left Sttings>downloads>library folders?
Its your games directory includes acf files the Other>is data like Steamworks Redistributables this can be quite large.

Those aren't Steamworks Redistributables or acf files. Those 2 are included in the blue "Games" bar.

You explained wrong. The "Other" category is all the non-Steam related stuff on the drive.

Click on the dots at the end of the bar it will show you stuff like workshop mods Steam stuff

It will only show you Steam blue "Games" folders and not yellow "Others." They all link back to the Steamapps folder in File Explorer.

It's labeled as Updates, I'm guessing it's regarding pending downloads in Steam, since I've opened the Steam folder in file explorer and my downloads folder size coincides with the updates category size. Weird, since I have nothing updating atm but oh well, I'll clear the cache and see if this changes.

I think where the confusion lies is that it shows "C:\program files (x86)\steam" then Other below that, implying that all of the "other" lies in that folder. If it truly includes windows and everything else not Steam (and definitely not in the shown folder), I could see why that would be confusing.
