Wallet funds are store credit, think of it like money that has already been spent.
For the reasons Elvis already mentioned.

STEAM WALLET REFUNDS
You may request a refund for Steam Wallet funds within fourteen days of purchase if they were purchased on Steam and if you have not used any of those funds.
Well usually people aren't asking about refunds when asking about this. If OP was asking about refunds they should probably put some of that information in their post...
I know when I ask for a refund on something I refer to it as "cashing out" or "transfer money to paypal or some account". If you're talking about refunds like that, maybe you refer to your grandfather as your uncle's dad.
Right, we can only infer based on the information OP provided, which in no way implied he recently bought wallet funds and was trying to refund them.
I mean you can interpret his question however you want. Wondering why other people didn't interpret his post the way you do is a little silly.
It is possible to somehow take out the money from steam? Like on paypal, or to transfer them into some account?
Edit:
I can't believe I got a forum warning for offering the OP additional options. I was even nice the whole time.
