Dota 2 Custom Hotkey for Skill Abilities Not Working (Sandking)

I tried to customize the skill hotkey for Sandking because his 3rd skill is way to far to press [L], so I changed it to [F] (my preference). However, it is still [L] while in-game even in demo mode.

I am the only one experiencing this one? Or am I missing something?
