your account is limited and therefore not eligible to receive steam trading cards.

To become an unlimited user you have to spend at least $5 once using one of these methods:
* Redeeming RETAIL wallet cards or topping up Steam wallet balance using an EXTERNAL payment method (credit card or a local equivalent) counts.
* BUYING (not receiving!) a digital gift card to gift it to ANOTHER person using an EXTERNAL payment method (credit card or local equivalent) counts.
* Buying games or software on Steam using an EXTERNAL (not wallet balance) payment method counts.
* GIFTING (not receiving!) games or software on Steam using an EXTERNAL (not wallet balance) payment method counts.

The following does NOT count against the $5 and does NOT unlimit the account:
* Redeeming an activation key
* RECEIVING a DIGITAL gift card as a form of gift.
* RECEIVING games or software as a form of gift.
* Buying items on the Steam marketplace using WALLET balance instead of an external payment method (TOPPING UP wallet balance using an external payment method however counts).
* Buying games or software on Steam using WALLET balance instead of an external payment method (TOPPING UP wallet balance using an external payment method however counts).

Be aware that you can lose the unlimited user status if your lifetime purchase record falls below $5 due to currency fluctuations.

If you've set a game as private, the cards won't drop.

doesn't matter in their case and is wrong. Game privacy status does not affect card drops. Limited accounts cannot receive cards.

Are you sure about that? I was under the impression they still dropped from games you own (not sales events), but could not be traded.

yes. OP can't receive cards because their account didn't spend 5 USD on the Steam store. Valve added this limitation to prevent trading card abuse by game developers using free accounts with the game license allocated (usually keys).

Fair enough. I didn't know about that development.
