Contact the 3rd party scam skin site you chose to use as that is where you got them.

You'll either get the skins or you won't. That site, and every third party trading site is unsupported and use at your own risk. I would argue that every single one of them are varying degrees of scam.

If you haven't got your skins, I would chalk it up as a loss and a learning experience. Re-secure your account by deauthorizing all devices, removing any API key if there is one, and changing your password in case logging in to it opened some backdoor they can use to access your stuff and don't use any third party sites like that in the future. Keep all your Steam trading activity on Steam.
