If my pc is old can I still play new games using Steamlink?

No, because Steam Link uses your PC as a streaming server. Steam Link is not a cloud gaming service like GeForce Now or Amazon Luna

Steam Link streams games from YOUR PC to another device over the internet. Your PC still needs to be able to run the games if you intend on using Steam Link.

If you're actually looking for a cloud streaming service where your own PC doesn't need to be able to run the games smoothly, you still have a few options:

Amazon Luna - https://luna.amazon.ca/
