Sending the money to my friend's account
Hi. I have a question for you. My friend doesn’t have a card for international payments. I’ve seen an option “Give the gift”. So If I give 100 EUR as a gift how that money is going to be shown on his account? Would it be shown the same way like if he bought it? And is there any special step he must make after my donation (I mean to accept my gift etc.) I don’t want to lose my money.

If that method wouldn't work in our country can I just add money to his wallet with my card I used on my account?

After you send the digital gift card, they accept the digital gift card.

That money goes into their Steam Wallet.

They can then spend that money on the Store for whatever they want, be that a game, DLC, whatever.

It will show up as a gift for your friend to accept and when they do, it will be added to their account. If any currency conversion is needed, it will be done automatically.

Do not use your payment information to make a purchase on your friends account.

Note in case you were thinking this, you cannot use Steam wallet to gift Steam wallet to other users

I haven't heard anyone complain about it not working. It should be fine to send a digital gift card.
