Parts of Steam not loading

Certain windows for steam will not load. Examples are the cart page, sales popup, the man page has graphic issues where the arrows to scroll through games on sale arent the arrow icons but a games icon. When I go to a games main store page certain section wont load. The most common error I receive is the one below.

I have tried deleting and reinstalling steam, clearing the cache, and checking my firewall permissions. The last one I am not confident I have done correctly.

Has anyone run into this. I also submitted a trouble ticket to the company but have not received a reply.
