Steam Family Beta

Hiya,
I tried making a Family for my sister and brother.
My brother's account was able to join the family but my sister was unable to join and was met with an error stating the account wasn't eligible to join as their steam activity was elsewhere.

My sister travels for work and accesses Steam in various locations but does use Steam in our household occasionally.
We've tried logging into their account from all three of our computers and try to join the family, but each time we are met with the same error.

Is there a way I can have my sister join?

The beta requires every person to have the same Steam Store Country (this may require a recent purchase to set the country code on the account) and everyone participating in the Steam beta.

Her traveling may have issues with the new beta.

As hot sauce said.
1. Accounts need be same country.

2. Must be done on same network aka same home.

3. Freebie accounts or OLD accounts that haven't bought anything for a very LONG time are not assign country, need to buy something, the amount doesn't matter.

4. Everyone account have to opt into steam family beta.
