Unable to download steam client on windows because Antivirus software says it has a virus
It says it is infected with NSIS:MiscX-gen [PUP]. It has blocked the download. Is this a false positive?

Possibly but check with the default Steam download page. Could be the web page.

Does your AV show any choices in the Virus threat protection. Such as ignore?

The exe. from Steampowered (the official link) is clean according to Virus total so if you're downloading from there I'd say yes it's a false positive.

If you are downloading steam from any other website except this one https://store.steampowered.com/about/

Probably has viruses in it.
