"Folder is not empty" when trying to install games on fresh drive

Can someone p[lease explain wtf is wrong with this thing? I reinstalled Steam on fresh drive, now trying to install my games and no matter what, Steam won't let me because whatever. I don't keep my games - nor Steam tbh - on C drive, I have specific partition for games, that's where Steam is installed. Now trying to install games makes it install a game directly on the partition, no folder, nothing. That's unacceptable, that's ♥♥♥♥♥♥♥ chaos. I created folder named "games" on this drive and trying to point Steam to install games there results in "folder is not empty" error or "library folder already exists" nonsense. Whose clever decision it was to decide for me where I install my games?

Delete the new library Steam created if you're getting 'library folder already exists'. Steam's behaviour is one Library per drive, so unless using the manual Library add workaround, it'll error.


For 'folder is not empty', check that you're pointing to the Library folder, it'll be the folder that contains the steamapps folder e.g.
.../CHOOSE_THIS_FOLDER/steamapps/common
