When it can't be split 15% at such a low price point, the split on a $0.03 item sold is $0.01 to Valve, $0.01 to the game developer and the last $0.01 goes to the seller.
Oh okay ! So when it passes a certain milestone it's 15% for steam and we know how many go to dev?
If the game is made by Valve (ex. CS2), the game devs (CS2 devs) get 10% and Steam gets 5%.
