Xbox game pass Dowland speed



My internet speed is 200 Mbps. When downloading via Steam, I get a download speed of 24 MB/s, but when I download from the Xbox app, I get a download speed of 8-12 MB/s. Despite my research, I couldn't find a solution. I need your help. My operating system is Windows 11 Pro.

gamepass has nothing to do with steam, gamepass downloads are from microsofts servers

Azure servers always have issues and it has been rough the past few weeks after the outage.
