Valve employees will never communicate with you about your account using any chat system including Steam Chat and Discord. There's no situation in which you'd need to reach out to a Valve or Steam employee directly to resolve an issue.
The ONLY way you can contact Steam support and through which you will receive official answers is through https://help.steampowered.com and no other way.

Not sure where you are talking to these scammers but cease contact immediately and report them.
Steam Support only ever contacts you after you have contacted them via the ticket system as linked below.

Steam Support do not use chat and they never ask for money, nor blackmail Steam account holders.
The $200 Eneba card should have being the first red flag for you. Secondly why would trust and give a complete stranger your bank card details which would allow them to use it on various sites.
It would be rare to have steam support reaching out to anyone.
Only thing you might get is a survey when it happens, and ignore anyone that asks for credit card information as its usually a scam.
