'Paste from clipboard' in the controller setup

I like to experiment with various controllers, so I welcome new ways to tinker with them... Today, when configuring yet another controller, I have noticed a new option in the setup window 'Paste from clipboard'. What is it about and how can I use it?

On the test controller screen, you can copy your current controller configuration. In theory you can then paste that controller configuration in the controller setup screen, but I've never gotten that to work right.

It's been broken for a long time but was recently addressed in the Steam client beta.
