Any wallet card that has US Dollar on it as the currency can be activated in Turkey since they also using US Dollar now on Steam.
The currency on the card must be the same as the store you want to redeem it on, everything else does not matter.

Cards are currency locked. As long as the users store is in USD, they can redeem USD cards.

MENA - USD and LATAM - USD countries/regions will be able to redeem USD wallet codes after November 20th. In addition, Turkish lira and Argentine Pesos Steam wallet codes will automatically convert to USD based on the daily exchange rate when redeemed on Steam after November 20th.
