Steam Logon Failure

For about a month running now I have been unable to use steam properly. I had a split second powercut earlier this month and ever since my steam has been functioning poorly. Every single day after booting up my computer, steam will automatically open up with me logged in, however i'll have no connection to the steam servers and my avatar in the top right will be the generic question mark avatar. I won't be able to get to steam community, I wont be able to go online from the top left options and i wont be able to use the friends list functionality. Effectively im not communicating with steam servers on logon.

I then have to logout of steam, at which point I will not be able to log back in. The QR code will never load for the quick login and upon putting in my details and trying to login i'll get the "connection problem: There was a problem communicating with steam, please try again later."
and this will persist pretty much permanently until i close out of steam entirely, go to the steam folder, delete pretty much everything but steamapps and make it redownload all the files by launching steam.exe. After doing this i immediately get in, the QR code loads and I can obviously reach the steam servers, play games and so on. But if i ever logout or lose connection to the steam servers for a moment for whatever reason(like maintenance) I wont ever reconnect and i'll have to do that whole thing again with signing out and deleting my files just to log back in properly.

I have tried numerous things over the last month to get steam functional again, from full uninstall/reinstall, messing with the application parameters(adding -UDP), releasing IPs and winsock resets, trying to port forward through my BT router, making sure firewalls and antiviruses are making exceptions for the application. I'm just a bit at my wits end with it and I can't seem to get it working no matter what. Anyone ever experienced something similar to this? Any help at all would be much appreciated.

This issue is -still- occurring for me daily with no resolution to be found. Its so ♥♥♥♥ that steam hasn't got any way to contact support directly for matters involving things like this.

Anyone with any know how or help on this would be so much appreciated.
