Steam downloads game files into a different drive than the one the game is installed on.
Hello, I have Steam installed on local drive F and I have an additional library folder on local drive C with some games on it. I recently moved a game from drive F to drive C through Steam's own utility found in the game's file settings, and the game runs fine.

However whenever there this game is updating Steam chooses to write the incoming packets/files of the update in F library folder (F:\...\steamapps\downloading\440) instead of the library folder in C (C:\...\steamapps\downloading\440).

It may not seem like it, but this is very problematic.

Steam handles other games installed on each drive correctly, writing the updates in the game's drive \downloading\<appid> folder, it's only this specific game (appid 440). This have been going for a couple of months now.

I've tried the repair library utility, making C the default (starred) drive, verifying game files, and rediscovering game files (deleting the appmanifest and installing), none of that worked. I will NOT attempt to redownload the game, reinstall Steam, or move files between drives.

I'm guessing and hoping there exists an option key in a file somewhere for each game that controls where to write incoming packets for the game. maybe I did something that prevented that option from changing to drive C when i moved the game initially.

So my question is: is there such a file? If not then why does this happen? and how to fix? If you know anything that seems relevant to this please inform me, thanks!
