A GTX 980 would probably be roughly around the speed of a 1060 or 1070. A 1070 would be somewhere around the speed of a 1660, though the 1660 has less VRAM, or a 2060, though the 1070 lacks hardware ray tracing. A 2060 would likewise be somewhere around the speed a 3050.
So, if your laptop has an RTX 3050, you can play anything that requires a GTX 7xx, 9xx, 10xx, 16xx, or RTX 2060. If it's only got integrated graphics, you should stick to games that say they require a GTX 1030, GTX 560, or GTX 750.
Both yes and no.
The Steam Deck has limited hardware, although it might still be better than many laptops. However, Hardware is but one aspect of "verified" -- a large part of this is whether the Windows emulator on the deck can handle the game. It doesn't matter how non-demanding a game is, if the emulator can't run it you're out of luck.
